Summary
The user sees the following when opening a PDF:
Adobe DC
- Go to Edit > Preferences > Accessibility > uncheck Enable Assistive Technology Support
Adobe Std X
- Go to Edit > Preference > Reading
- Under "Screen Reader Options" select Only read the currently visible pages

Very big/heavy files may still show this dialog box
